If you want to invade you'll need him to help end the siege, though if you want to be diplomatic you won't need him.
I should also point out that you're all in imperial space, as in not near the planet. You have information on said planet but you lack visual identification of anything.

OOC: to reiterate a few things:
You all have finite resources, you cannot recruit from conquered worlds but you can use then as a manufacturing base.

Military forces are as follows:
Raeven: Salamanders 8th company, 1x Imperator class Titan, 2x Reaver class Titan, 2 million imperial guardsmen and 3 armoured battalions.

Nerus: Penal legion, 5 million guardsmen, 3x Warhound titans, 8x Armoured battalion.

Lilentos: Assassins

You have to conquer a small empire spanning several planets, it might not be enough

Okay, I'll explain how you can use it.

You'll be in DIRECT control of your regiment, but the 5 million are for things that you won't control.
The 5 million will be a supplementary force that you send to locations to achieve an objective.
For example your regiment might be surfing a city and you know that my reinforcements are on the way.
You could send a number of men to meet my reinforcements in a pitched style to but time for the siege.
You can also use then to bolster your ranks.

If you don't want to do that and would rather control a minke unit, I'll alter the thread so you're all fighting in the last few battles of the campaign.
I personally don't mind, it's up to you

You can keep most of your forces, presumably they'll have been user like a special forces unit and thus haven't taken ridiculous losses.

Nerus: Penal regiment consisting of 30 men, most have either been killed or executed.
Raevan: Salamanders 8th company, only 20 marines have perished and only the Imperator Titan remains.
Lilentos: had best reply otherwise all of his assassins will suffer a critical existence failure.
Forces under everyone's control: 10,000 guardsmen...most were killed when Descius Prima was destroyed by the forces of Albyon.

Fluff wise, the first planet willingly joined the imperium, the second planet was conquered and the populace was purged, planet three suffered the same fate, planet four was exterminatused, planet five was set aflame due to the mechanicus wantibg its mineral wealth, and planet seven was destroyed by the forces of Albyon after it fell (read: nuclear warheads everywhere!)
