[[ No. This world had no natural life when we came to it, so we have used all the available space upon its surface. ]]

There is lots of unused space still... choose flora, along with the microlife it needs to survive that can survive this world with only moderate reforming of its environment necessary for it. Bring it and soil here, and prepare to put it in place. There is room along avenues, in unused warehouses and their roofs and such places. That will not overly inhibit daily activites here, will it?

Rei: I want to create a proper biosphere on an originally dead world... I need a constant source of nutrients for flora...

[Currently, plant life is possible, it simply does not exist due to there having been no atmosphere before our arrival]
