I understand the high weapon skill but why 2+ save?

considering in 30k pretty much every squad sergeant has access to artificer armour...

and if you take the right rite of war they also get hammer of wrath

That's not very imperial fist like.

the rule is called 'shieldwall'
and you also need to be unengaged before you were charged, and need at least 5 men left in the squad

Wouldn't it be +1 toughness or something.

well i think its to represent the enemy being unable to get past that shield to actually hit them until they're already hit back
the same reason boarding shields also count as defensive grenades

Hurt more than politely waiting for the guy holding the shield to hit him first.
